MPA Degree Program Designed to Accommodate Working Professionals

Through its College of Professional and Continuing Education, Clark offers a number of advanced degree programs designed to accommodate the needs of working professionals, including a Master of Public Administration (MPA) degree program. Courses are scheduled for evenings or Saturday mornings to accommodate the schedules of non-traditional students.

Diverse Mid-career Students

This program is designed to strengthen and advance the managerial and analytical skills of mid-career executives in both public organizations and nonprofit institutions. It also assists professionals from other fields who wish to make a career transition to the administration of government, nonprofit or other public institutions.

The Clark M.P.A. student typically has a minimum of 3 to 5 years of increasingly responsible work experience, with at least 1 year of managerial, administrative or leadership responsibilities. A supervised internship is available to students lacking the minimum work experience. The M.P.A. program attracts professionals from diverse fields, including local and state government administrators; non-profit and human service organization managers; appointed and elected community leaders; long-term care managers; leaders in the criminal justice field; and administrators in elementary, secondary and higher education.

6 Areas of Professional Specializations

MPA degree program students may choose from 6 different areas of specialization, including: non-profit administration; health systems administration; professional communication; managing state and local government; intercultural leadership; and human services leadership.

All MPA degree program students must successfully complete a total of 12 graduate courses (7 core courses, and 5 electives). The core courses include: "Policy Analysis," "Issues and Cases in Public Administration," "Management Information Systems and Technology," "Organizational Behavior and Leadership," "Public Budgeting and Accounting," "Finance and Accounting for the Nonfinancial Manager," "Research Methods and Strategies," and the capstone practicum.

In researching and writing the capstone paper, students draw on their academic expertise in the areas of organizational behavior, budgetary processes, evaluative techniques, and public policy analysis to carry out a culminating research project.

Focus on Nationally Recognized Core Competencies

The program focuses on a set of core competencies drawn from the National Association of Schools of Public Affairs and Administration. These include understanding policy and program formulation, implementation and evaluation; effectively managing decision-making and problem-solving processes; understanding political and legal institutions, processes, and legal framework; understanding behavioral concepts, analytical tools, and communication skills underlying organizations; developing the ability to manage human resources function and/or labor relations; understanding the application of accounting, finance and budgeting for sound fiscal management; and understanding information systems and applications, and their application to the management of organizations.

Available in Accelerated BA/Master's Degree Format

The MPA degree program participates as one of the Clark University 5th-Year-Free accelerated BA/Master's degree programs. Under this arrangement, qualified undergrads can earn both bachelor's and master's degrees with the fifth year tuition-free.

Also Offered in Poland and Russia

The Master of Public Administration degree program is also offered on the Clark University branch campuses in Poland and Russia. The program focuses on the current health care system, and its methods of management. Special emphasis will focus on effective fiscal administration and human resource development, policy advocacy, and new ways of thinking about public sector organizations.

Clark University is home to the Mosakowski Institute for Public Enterprise which leverages use-inspired research to improve the effectiveness of public policies and programs of government and other institutions that address social concerns. The institute focuses on important social issues, such as education reform, environmental sustainability, access to healthcare, human development, well-being, and global change.
