The Laila Uthman Scholarship is intended for graduating high school seniors at Oceana High School who have overcome academic and personal difficulties or who have shown concern for those less fortunate. Applicants must be graduating high school seniors at Oceana High School. Students must show potential, willingness, and promise for future success in college.
